History of Scientific Centre for Family Health and Human Reproduction Problems

Federal State Budget Scientific Institution Scientific Center for Family Health and Human Reproduction Problems is the largest East-Siberian branch of medical science. It aims at solving key medical and biological problems of the region, and has rich history of foundation and development.

In 1987, by the decision of the Central Committee of the Communist Party of the USSR, Decree of the Council of Ministers of the USSR and Order of the Ministry of Health of the USSR, the East-Siberian Brach office of Siberian Branch of Academy of Medical Sciences of the USSR was founded, basing on three research institutes of the Ministry of Health of the Russian SFSR (epidemiology and microbiology, traumatology and orthopedics (in Irkutsk), and work hygiene and occupational disease (in Angarsk)), and the branch of All-Union Scientific Center of Surgery of the Academy of Medical Sciences of the USSR.

The Institute of Traumatology and Orthopedics of ESB SB RAMS USSR opened the Department of Pediatrics on 10 July 1987 by its Order No.68 in execution of the Order of State Committee for Science and Technology of the USSR No.176 from 5 June 1987 ‘On conducting additional researches in medical sciences and public health care’. The Department’s first head was corresponding member of the AMS USSR, Doctor of Medical Sciences, professor, Honoured Scientist of the Russian Federation Orekhov Konstantin Vladimirovich, who was the founder of the scientific school and the research area ‘Ecological perinatology and pediatrics’.

The Department of Pediatrics at ITO ESB SB RAMS USSR was reorganized into the Institute of Pediatrics of ESB SB AMS USSR by the order No.864 from 6 December 1988 by the Ministry of Health of the USSR. In fact, the Institute was being created during 1989.

  The position of the director of the Institute of Pediatrics (1989-1993) took at those times candidate, and later doctor of medical sciences, professor, well known in Irkutsk and the region pediatric surgeon, Podkamenev Vladimir Vladimirovich.

The Institute first comprised 6 subdivisions: clinical and research department with the Department of Comprehensive Study of Mental Health Problems, and groups: Physiology and Pathology of the Neonatal Period, studies of the development of the cardiovascular system, surgical diagnostics and management methods (headed by Cand.Sc.(Psych.) Polyakov V.M.); biochemical laboratory (headed by Cand.Sc. (Biol.) Zabrodina L.V.); laboratory of immunological research methods and immunoprophylaxis (headed by Cand. Sc. (Med.) Gorodisky B.V.); laboratory of functional research methods (headed by Cand. Sc. (Med.) Starshinova E.O.); laboratory of regional health problems of the child population (headed by Cand.Sc.(Med.) Belanov B.M.); research and organizational department (headed by Cand. Sc. (Med.) Prostoserdova I.G.). 

In January 1990 the Laboratory of Experimental Morphology was included in the Institute of Pediatrics by transferring it from the Research Institute of Surgery ESB SB RAMS (Order No. 1 of 3 January 1990). By the order No. 3 of the same date, Lyubov Ilinichna Kolesnikova was appointed head of the laboratory of pathophysiology of pregnancy. At the beginning of the year, the Institute was restructured: an organizational and methodological department, a department for the comprehensive study of mental health problems, a scientific and clinical department and a laboratory of biochemistry, clinical immunology and immunoprophylaxis, regional health problems, and functional research methods appeared. On 2 February 1990, the next step was taken in shaping the structure of the Institute - the first composition of the Academic Council, which included 15 employees, was approved. At the end of 1990, certification was carried out among heads, researchers, engineering and technical workers, which resulted in the creation of new departments of the Institute: a group of new methods of surgical treatment (headed by Podkamenev V.V.); laboratory for the protection of the fetus (headed by Protopopova N.V.); Laboratory of Mathematical Modeling and Forecasting (supervisor Ilyin V.P.).

The concept of the Institute of Pediatrics as an integrated center that studies health from the embryonic to the reproductive period was created and worked out in the 1970-1980s by Kolesnikov S.I., Trunova L.A. and a number of other scientists at the Institute of Clinical and Experimental Medicine SB RAMS USSR. For that, they were awarded the gold medal of All-Union Exhibition of Achievements of National Economy of the USSR in 1985. However, this idea was not implemented in Novosibirsk, but was developed in Irkutsk.

During the formation of the Institute, the main areas of scientific focus began to be actively developed:

  1. The study of the physiology and pathology of a growing organism, considering the regional characteristics of Eastern Siberia, with elaboration of a prognosis for development of children and methods of managing their health.
  2. Development and implementation of new methods for the diagnosis, treatment and prevention of the most common childhood diseases in Eastern Siberia.

In the period of formation, which fell on the crisis of the 90s, the emphasis was placed on the development and strengthening of the clinical work and the development of contacts with neighboring regions of Eastern Siberia. The Institute received beds from a number of Siberian institutes that could not continue their clinical work. In 1993 the Institute of Pediatrics opened its branches in the Republic of Buryatia and Chita Region (Ulan-Ude and Chita).

In 1994, Kolesnikov Sergey Ivanovich, a well-known scientist in Russia and abroad, Doctor of Medical Sciences, Professor, Academician of the RAMS, became the director of the Institute.

The Institute's scientific profile changed with new director. In addition to studying the health problems of the child population of the East Siberian region, the Institute was conducting research on the influence of anthropogenic factors on the body of a pregnant woman and fetal development. It became clear that the previous name no longer fully reflected the main focuses of the Institute, and in 1996, by Decree No. 64 of 17 April of the Presidium of the RAMS, the Institute of Pediatrics was renamed the Institute of Pediatrics and Human Reproduction of the ESSC SB RAMS. One more area of research was added to the existing list: 

In 1994, the Institute of Pediatrics and Human Reproduction was acknowledged and approved to be the leading institute, heading the Scientific Council 56.18 Maternal and Child Health Care in Siberia, the Far East and the Far North. It was allotted the task of providing a comprehensive solution to the issues of conducting and implementing a unified state, scientific, technical and innovation policy, improving interaction and coordination of scientific activities of organizations and institutions in the field of maternal and child health care.

Since 1996, the Institute’s research focused on determining regional features of the formation, course, and prevention of psychoneurosomatic pathology in children in areas with poor ecological conditions of Eastern Siberia, and developing an integrated system for prevention, correction, and rehabilitation. The need for such studies was caused by the extremely poor environmental situation, developed in previous years in the region, growing incidence of diseases in the child population in Eastern Siberia, and the threat of rapid depopulation. This research included fundamental studies of the basic regulatory processes of the reproductive function of women: from various complications of pregnancy to the capability of managing their health.  

In 1997, in order to preserve and concentrate the existing scientific potential, the following transformations were carried out: the laboratories of biochemistry and medical genetics merged into the laboratory of genetic and biochemical problems of ontogenesis; laboratories of clinical pediatrics and functional research methods combined into a laboratory of environmental pediatrics and rehabilitation; the laboratory of children's mental health was transformed into a laboratory of psychoneurosomatic pathology of childhood; the laboratory of perinatal fetal care was transformed into the laboratory of pathophysiology of reproduction; the epidemiology group and the modeling and forecasting laboratory teamed up in the modeling and forecasting epidemiology laboratory.

In 1998, the status of the Institute changed again due to the next reorganization of the Russian Academy of Medical Sciences. Now, the Institute of Pediatrics and Human Reproduction, together with the Institute of Epidemiology and Microbiology (the oldest research institute in Siberia with more than 100 years of history) and the Angarsk Institute of Occupational Medicine and Human Ecology, made up the Scientific Center for Medical Ecology ESSC SB RAMS. The director of the center was Doctor of Medical Sciences, Professor (since 2000 - Corresponding Member of RAMS) Lyubov Ilinichna Kolesnikova, who at the same time headed the Research Institute of Pediatrics and Human Reproduction. In the same year, the future director of the Scientific Center for Family Health and Human Reproduction Problems Rychkova Lyubov Vladimirovna joined the Laboratory of Environmental Pediatrics and Rehabilitation as a junior researcher.

Under the management of Kolesnikova L.I. the staff of Scientific Center for Medical Ecology ESSC SB RAMS obtained the most important scientific results:

On 16 January 2009 according to the Order of the Siberian Branch of the Russian Academy of Medical Sciences No. 96 dated 16 December 2008 State Scientific Center for Medical Ecology of the East Siberian Scientific Center of the Siberian Branch of the Russian Academy of Medical Sciences (SSC ME ESSC SB RAMS) was renamed the Institution of the Russian Academy of Medical Sciences Scientific Center for Family Health and Human Reproduction Problems of the Siberian Branch of the Russian Academy of Medical Sciences (SC FHHRP SB RAMS). Angarsk Institute of Occupational Medicine and Human Ecology was withdrawn from the Scientific Center.

19 December 2011 by the Resolution of the RAMS No. 331 from 23 November 2011 SC FHHRP SB RAMS was renamed the Federal State Budgetary Institution Scientific Center for Family Health and Human Reproduction Problems of the Siberian Branch of the Russian Academy of Medical Sciences (FSBI SC FHHRP SB RAMS).

FSBI SC FHHRP SB RAMS was renamed to Federal State Budget Scientific Institution (FSBSI) Scientific Center for Family Health and Human Reproduction Problems due to the reform of the Russian Academy of Sciences and the reassignment of the institutions of the Russian Academy of Medical Sciences to the Federal Agency for Scientific Organizations (FANO) by order of the FANO of Russia No. 528 dated 02 September 2014.

According to the Order of the FANO No. 180 p/o dated 28 March 2016, doctor of medical sciences, professor (since 2019 - Corresponding Member of RAS) Rychkova Lyubov Vladimirovna became director of Scientific Center for Family Health and Human Reproduction Problems.
