The Council of Young Scientists aims at ensuring the training of young scientific personnel, facilitating the improvement of their qualifications and professional growth, the exchange of experience and knowledge between young scientists and specialists, and the realization of professional and intellectual rights of scientific youth.
• informing young scientists about scientific research and activities to support research conducted by Russian and foreign organizations;
• promoting the development of personal contacts between young scientists for the development and implementation of relevant research projects carried out by young scientists;
• presentation, protection and realization of professional, intellectual and social interests and rights of scientific youth
• organization of contacts with Russian and foreign scientific, commercial and non-profit organizations and individuals to achieve the goals and objectives;
• organization and holding scientific conferences, seminars, visiting schools, exhibitions, and other events in which young scientists could take part
• actions, aimed at improving living conditions, work and leisure activities of young scientists
• popularization of science.

Principle requirements for young scientists to participate in Federal Target Program Housing 2015-2020:
- age does not exceed 35 years (for candidates of sciences) or 40 years (for doctors of sciences);
- scientific degree;
- working as a scientist in a scientific organization, total years of service as a scientist should be at least 5 years;
- the organization should be recognized as a scientific organization in need for welfare payment on the same grounds, stated in the article 51 of the Housing code of the Russian Federation, which identifies a citizen in need for a dwelling, granted under the contract of social rent, under the procedure established by the Federal Agency of Scientific Organizations.
